[openstreetmap/openstreetmap-website] Add the ability to rate limit edits (PR #4319)

Releasing and deploying a new CGImap version involves quite a number of manual steps. That’s not ideal when you’re expecting lots of smaller adjustments to happen. So both options are meant to get rid of this overhead. 

I also thought about the limits of what we could do in a db function. For the time being I would consider it a good option to make quick progress on this issue. It may not be the final solution, but that’s ok i think.
