[openstreetmap/openstreetmap-website] Add the ability to rate limit edits (PR #4319)

Well that's the point of parametrising the algorithm so that we don't have to keep doing releases because any tuning is done by changing the configuration options.

That said I'm happy to go with the SQL function if I can come up with a good way of managing it.
