[openstreetmap/openstreetmap-website] Mute hidden comment text in each table cell (PR #4230)

I don't really understand in what way this depends on bootstrap implementation details? and if it does that it seems like the existing code does to?

More confusingly I don't really see what it achieves, but then I don't seem to see the same thing as you with the existing code as all the cells are muted for me even without this change - does something stop the mute inheriting into some of them for you?
