Its hard to review users or what they have done as regular user if this does not work. And it seems it does not work at all (not 'incosistent'). I tried to find an open issue about code auditing but i was not able to find anything unfortunately.
Just to provide an example why this might be usefull:
We have a thread in the austrian forum ( https://community.openstreetmap.org/t/user-mapped-hecken-im-grossen-stil/99983 ) where a user created about 60-100 Accounts and starts to delete them the second he thinks he got discovered.
For example, these are different users

And i'm thinking about if a existing user should redirect to the randomized accountname, not sure about that. https://www.openstreetmap.org/user/Adikat - this is one of the deleted usersnames by the same user.
But thats probably not a good idea.
