[openstreetmap/openstreetmap-website] After self-deletion of a user, make the username random but still clickable (Issue #4194)

Re "Using multiple pseudonyms in OpenStreetMap is legitimate and permitted" - this is not the case for [banned users](https://osmfoundation.org/wiki/Ban_Policy#Long-term_blocks).  Based on the link [above](https://github.com/openstreetmap/openstreetmap-website/issues/4194#issuecomment-1728483497), I suspect that this may apply here, hence the concern of this ["new" github account](https://github.com/AustrianMapper).
