[openstreetmap/openstreetmap-website] After self-deletion of a user, make the username random but still clickable (Issue #4194)

In both cases 1 and 2 I agree that this should be improved. I would just like to point out that edits have so far been resolved without any problems, for example via https://osmcha.org/. And thank you for everyone who keeps OpenStreetMap running as a free and open geodatabase.
