[openstreetmap/openstreetmap-website] Use turbo for pagination (PR #4646)

We probably need newer/older buttons on both sides of lists. Sometimes we only have them at the end and sometimes (but not always?) pressing them scrolls the page to the top. In this case you have to scroll back to the bottom, even if you wanted to press *newer* again.
