I agree that we're inconsistent with whether to repeat the buttons top and bottom.

I'm not sure fixing that helps with the scrolling though, unless we change the policy to make it reset to the top on page change - current the default turbo policy we have set is to preserve position.

That works fine in most lists but in ones like diaries it has odd effects because if you move from a page that is 1000 pixels long to one that is 2000 pixels long (because of longer diary entries) then you are still positioned 1000 pixels down but you're now in the middle instead of at the bottom.
