That's probably the best idea, because its [placement is confusing](https://github.com/openstreetmap/openstreetmap-website/pull/4455#discussion_r1509952021). When I was testing this PR I ticked it without noticing at least once.

If we still need to let users to declare their edits PD, we can move the checkbox to their account settings.
