Well the design document isn't really comparable because it doesn't have the header bar at all...

What I can say is that when I tested this I was expecting to see that message and initially I couldn't find it because I wasn't looking above the header so if somebody that's actually seeking it can't see it is a user going to notice it? Then again maybe somebody less familiar with the site design would be more inclined to notice it there.
