[openstreetmap/openstreetmap-website] Re-arrange login and signup screens as discussed in #4128 (PR #4455)

A new idea... How about if we put this message as a flash notice? That would move it immediately below the header but place it on a green background. It would also be consistent with how other informational notices are presented on the site.
