[openstreetmap/openstreetmap-website] Drop support for OAuth 1 (PR #5058)

I don't know how feasible it is to start removing user facing bits like views and routes first, and cover model removal and db migration in a separate pull request. This way you could already get rid of a fair amount of code without being blocked by cgimap.
