[openstreetmap/openstreetmap-website] Drop support for OAuth 1 (PR #5058)

I don't see the _signed{request,get_post}_ test helper methods in this PR: https://github.com/openstreetmap/openstreetmap-website/blob/master/test/test_helper.rb#L148-L183

Might be candidates for removal as well.
