[openstreetmap/openstreetmap-website] osm.org as identity provider for dev instance (Issue #5063)

At least we'll never use it in production, as it would be kind of pointless to log on to osm.org using osm.org.

It could be useful to get more people to try out new features on the development instance, such as [microcosms](https://microcosms.apis.dev.openstreetmap.org). Today, it's very difficult to convince people to test anything, in particular, if that involves signing up on another site.

Ideally, the experience would be similar to the Discourse community forum.
