[openstreetmap/openstreetmap-website] Re-arrange login and signup screens as discussed in #4128 (PR #4455)

Both @gravitystorm and I were very clear in #4128 that hiding the terms behind a link would not be acceptable unless LWG signed off on it. Has that happened?

What is the final screenshot? Is that what you get if use one of the third party signup buttons?
