Yes, it is on the proposal labeled as "205".

It is simplified version of "Signup" screen for the user to enters minimal information after creating the OSM account linked to 3rd party provider - the email address is picked up from the 3rd party provider if available. If display name or email is not available, clicking "Signup" would highlight that field and add a note that the value is already in use. In case of email conflict, it would display it in edit box, forcing user to modify it, and go through the "verify email" scenario.
