[openstreetmap/openstreetmap-website] Update Docker Image to use Node.js v18 (PR #4992)

I don't really like encouraging the use of `curl | bash` but I'll merge this for now.

We should probably consider switching it to Ubuntu 24.04 instead (which has nodejs 18) or maybe Debian 12 which might solve the firefox nonsense as well.
