Hmm.  I'm not sure about this.  I don't find "steps" to be an unusual term, just a more general one than "stairs" or "stairway".  In my experience "stairs" or "stairway" generally refers to a set of steps with greater length than width and ascending/descending at least one floor's worth of vertical.  In cases where there are only a few steps, the steps are very wide, or are low angle I generally here these just called "steps", not "stairs" or "stairway".
