[openstreetmap/openstreetmap-website] Re-arrange login and signup screens as discussed in #4128 (PR #4455)

Hi @tomhughes , @gravitystorm ,
We are close to 3 months on this PR. I understand that PR is huge and I understand that this is just a small bit of work that you are doing, but please try to expedite this, as @milan-cvetkovic basically did everything he was asked to. Yesterday Milan even rebased this PR and split it into 9 logical commits that should also help with reviewing. This work is part of our ongoing effort to enable SSO in Map builder editor and this is starting to be bottleneck for our work. Please try to find time to review this (and I really hope there will be no blocking comments as this PR is now 2.5 months out:)
