[openstreetmap/openstreetmap-website] Re-arrange login and signup screens as discussed in #4128 (PR #4455)

I realise that we may not be able to progress at things at the rate you are used to in a corporate environment but this is certainly something we want to see and have been keen to progress and we have done a number of reviews and provided regular feedback along the way.

I will have another look in due course but as far as I am aware the basic technology aspects of this are all fine now and I'm happy with the UI appearance and the only thing I was really waiting on was for @gravitystorm to be happy with the UI implementation at which point I would have been to do a final review and in all probability go ahead and merge it.
