[openstreetmap/openstreetmap-website] Move notification code out of note update transactions (PR #5177)

It wasn't sent, it was scheduled to be sent but was it still correct? I actually want to do one more thing inside the transaction after adding a comment. How am I supposed to do that if I keep the notifications where they are now, inside the comment method?
