So the intention was that a confirmed use was exempt from auto-suspension which was originally implemented by only considering users in state `active`.

When @gravitystorm introduced the aasm state machine in 1a11c4dc19 he changed that to use `may_suspend?` relying on the fact that the state machine didn't allow the transition from confirmed to suspended.
