[openstreetmap/openstreetmap-website] Use of parameter for "open data" forces gramatically incorrect translations (Issue #6655)

The problem is assuming that the translation of "open data" is invariant but it depends on https://en.wikipedia.org/wiki/Grammatical_case?wprov=sfla1 Given that this is the only location where the variable/whatever is used the issue is completely unnecessary to start with.
