[openstreetmap/openstreetmap-website] Add eslint-plugin-erb to provide linting of .js.erb files (PR #5559)

How should we sort the plugins? (also @HolgerJeromin)
If we go semantically alphabetic, 
* eslint,
* eslint plugin erb,
* eslint plugin stylistic js,
* eslint formatter compact,

the formatter should be moved up.
