[openstreetmap/openstreetmap-website] Repo: editor help to find eslint config file (Issue #5572)

I think my only concern with the .vscode/settings.json approach is that it ignores our "ExcludeI18n" configuration from [config/initializaers/eslint.rb](https://github.com/openstreetmap/openstreetmap-website/blob/d62caf5fe21911a8c07c9831170cbb1f74936d24/config/initializers/eslint.rb). Are there any side-effects from this lack of configuration? What happens if a developer clicks on one of these files in their editor? Or for example does vscode try linting all of these files in the background, or anything similar?

If there's no problem with this specific thing, then there's no objections from me.
