CLDR has string formats for [future/past relative years/months/etc.](https://www.unicode.org/cldr/charts/47/summary/sk.html#38e7d288d00bc475) However, it doesn’t have any provisions for “about”. As far as I know, “about” timestamps are relatively rare these days, since most software would write out the specific date past a certain point.
