Removing the icon when there are no messages doesn't tell you that there are no messages. It tells you that there are maybe no messages, or that maybe we're not showing the number of messages, just to you for some reason, or at all.

When I went to OSMCha to see how the changeset list looks over there, I saw no icons at first. Then I had to do a research of making OSMCha to show me changesets with known comments. Those had the icons. Now I can conclude that most likely missing comment icons mean that there are no comments, although there's still a probability that the changesets weren't fully processed yet.
