Well, if someone is utterly unfamiliar with interface then showing message icons does not tell you that there are no messages either.
It rather tells them that there ARE messages and user needs to learn that only filled message icon tells you that messages are present and regular message icon tells you that there are no messages.
This seems worse AND it generates clutter present even if you are familiar with interface.
