[openstreetmap/openstreetmap-website] Review INSTALL.md (PR #6457)

I have taken the liberty of polishing the INSTALL.md file a bit. This includes:

- Factual information, such as the current minimum required version of macOS.
- Inaccuracies, such as presenting rbenv as the easiest option amont version managers. It's not necessarily the easiest or most popular one at the moment, so I did some rephrasing to present it as "one possible option".
- And misc style, flow, consistency, etc changes, which are very much up to taste and you may disagree with :slightly_smiling_face:

This is parallel to my work on devcontainers support at https://github.com/openstreetmap/openstreetmap-website/pull/6424. I'm finding that if I'm going to have to provide documentation there, then the existing one may need a bit of reshuffling. I'll get to that separately.
