[openstreetmap/openstreetmap-website] Translations: "Toggle Attribution" (Issue #6967)

These English strings are [provided by MapLibre](https://github.com/maplibre/maplibre-gl-js/blob/666f5eb93acd94107ced52cf56c0da1e6e43e1cf/src/ui/default_locale.ts). Clients are expected to [supply their own localized strings](https://maplibre.org/maplibre-gl-js/docs/examples/locale-switching/). We’ll need to add some strings to the YAML file and pass them into MapLibre when [creating the map object](https://github.com/openstreetmap/openstreetmap-website/blob/f5ca7a59f36b557b196c3f3983f8d8c0dadc4437/app/assets/javascripts/maplibre/map.js#L34-L39).

@CommanderStorm, please chime in if there are any other considerations or a premade set of translations to pull in from somewhere.
