[openstreetmap/openstreetmap-website] Layer visibility (Issue #7343)

Cj-Malone created an issue (openstreetmap/openstreetmap-website#7343)

### Problem

Switching "layers" from the default is relativity hidden action.

I expect:
- Most none "OSM experts" never find it
- OSM experts most often use it to switch back to there preferred after clicking a link with `layers` shared by another OSM expert.

I think switching layers should be easier to find.

### Description

In another web map, it's prominently displayed in the lower left corner. With a preview, and with more details on hover.
