It's quite a statement that Carto renders the most... I don't think that's accurate, and even if its true in some raw number. Your comment acknowledges that cycling and public transit are under represented in Carto.

Do you really think Carto is the best representation of OSM, and that its so much better than the others it should have an exclusive spot on OSM.org?

I would like to again point out the possibility that these don't need to be evenly "random". Carto or "Standard" could still be the default 90% of the time, the others distributed across the remaining 10%. We could even say we don't care about cyclists and public transit users give them the default 0% of the time. We don't even have to start from the assumption that all layers should be possible. We could just have 2 in that "random" rotation, eg Carto and Shortbread or OMT.

I don't even think this is a big UX change for us. Everyone in this issue clicks links every day with the `layers` param causing a different layer to be loaded.
