I believe people are more likely to ditch the sign-up process than to contact support, which increase the login barrier for our users, which will end up not contributing to OSM...
I'm not saying the message should be turn of VPN, but rather adding to the existing message that turning off VPN might help in this case. 
If you tell that as part of the support correspondence, what's the point in hiding it? Increase the support load? I'm a bit confused...
Please reconsider this issue.
