An underlying usability issue is that the pagination bar isn’t obviously scoped to the content it’s paginating. Maybe we could integrate each of these pagination bars with the count (in green) in the header right above it. Another possibility would be to draw a box around the paginated content that visually links it to the pagination bar, making it look more like a tab bar.
I don’t think a redundant pagination bar will reduce confusion. A user unaware that the pagination bars operate independently will be confused by having even more pagination bars on the page.
