Only one of the two endpoints is handled by cgimap (/changeset/{id}). See my previous comment here: https://github.com/openstreetmap/openstreetmap-website/issues/6635#issuecomment-3712048196

And yes, the effort vs. benefit didn't justify the development back then. It's more of a nice to have, not to say rather niche requirement.
