[openstreetmap/openstreetmap-website] allow width change of browse/history pages (#1254)

For note, better-osm-org expands the sidebar to 450px instead of 350px. Sometimes pages with objects that have few tags and whether they are short look a little empty, but mostly no one complained about this. (only the search bar becomes unusually wide)

You can also add `resize: horizontal;` for `#sidebar` and get extensible sidebar without JS

A little inconspicuous element, but it is a low-hanging fruit
