[openstreetmap/openstreetmap-website] Make traces feature optional via traces_disabled setting (PR #7156)

I expressed myself badly there: per-environment files only for the relevant settings. In reality only the test one, which has `system_test_headless`, `enable_parallel_tests`... and I think that might be it?
