[openstreetmap/openstreetmap-website] Make traces feature optional via traces_disabled setting (PR #7156)

Only `config/settings.yml` has these two commented out lines, serving as documentation that the feature exists:

```
# Traces/tracks feature - set to true to disable entirely
#traces_disabled: false
```

They are not present in `config/settings/{production,development,test}.yml`
