[openstreetmap/openstreetmap-website] No brand:wikidata description when the app doesn't know what language to use (Issue #7075)

Well, turns out that this was an issue with my own config. After being unable to reproduce this on fresh installs or separate profiles, I noticed that I had the setting `intl.accept_languages` set to empty. This causes `Accept-Languages` not being sent. No idea of why or when I changed this.

Updated the description to be based on this information.
