Client-side map rendering relies on some kind of hardware acceleration to make the map snappy enough.
Therefore, even on commercial map services, the non-WebGL clients have been rejected more and more, e.g., in:
- [ArcGIS](https://www.arcgis.com/apps/mapviewer/index.html)
- [Apple Maps](https://maps.apple.com)
- [Bing Maps](https://www.bing.com/maps)
- [HERE WeGo](https://wego.here.com)
- [MapQuest](https://www.mapquest.com)
- [Stadia Maps](https://stadiamaps.com/explore-the-map)
- [TomTom](https://plan.tomtom.com)
Once there are vector-map-capable frameworks around that do not require WebGL, this requirement will be revisited for sure.
