In fact there used to be one for Chromium. I got removed because as far as I understand it ran outside of the sandbox, and it was too error-prone. The same wouldn't apply to using some library that draws vector shapes on the canvas and that is implemented in JS.
Some devices also simply don't have 3D acceleration. This is especially common in the Linux world, where there is no OS-provided easy fallback to a fake 3D renderer.
