Well I think if the admins thought it would be useful they'd ask for it.
The obvious question would be how would the admins become aware of such a situation in order to then use the power? and if they did become aware of it is simply suspending email the correct answer or should the user be fulled blocked/suspended if they're not going to be responding to questions?
Currently on the rare situation that there's a serious issue like a mail backog caused by a bad address we can always take manual action.
