[openstreetmap/openstreetmap-website] Track whether the user has read an in-site notification (Issue #7123)

If we want that behavior, some JavaScript could tie a click on the notification’s link to deleting the notification too. (Some sites are more lenient, moving read notifications to the bottom of the list or onto a different page. MediaWiki’s Echo notifications work like that.)
