[openstreetmap/openstreetmap-website] Track whether the user has read an in-site notification (Issue #7123)

I mean most sites just mark a notification as read as soon as they've shown it to you.

If you think about how it works on something like Facebook or Linked In then they show the red count on the icon and as soon as you click it and the list of notifications is shown they are marked as read and the red count goes away.
