[openstreetmap/openstreetmap-website] Ubuntu 26.04 install requires bundler upgrade (Issue #7137)

There shouldn't be any need to install it system wide though, but it may depend on how your bundler is setup.

If your bundler is setup to install to a non-system location then `bundle update --bundler` should work and install to the same location.
