[openstreetmap/openstreetmap-website] Ubuntu 26.04 install requires bundler upgrade (Issue #7137)

My point was that the instructions install ruby-bundler as root and I assume that bundler can't upgrade itself in that situation without running as root too, but then you end up with the gems installed as root which is not what the instructions would do if the upgrade wasn't necessary. It doesn't matter on the system I'm currently using, but might in other scenarios.
