[openstreetmap/openstreetmap-website] Make GPS traces feature optional via gps_traces_enabled setting (PR #7156)

We probably need to think about what our attitude to things like this should be given that running www.openstreetmap.org is our primary goal and adding additional configuration options that we're never going to use adds additional risks and complications.
