[openstreetmap/openstreetmap-website] Refreshing after clicking 'Go To Home Location' doesn't work (Issue #7187)

### How to reproduce the issue?

This bug started several months ago, but i didn't report it at the time, because most of those minor bugs were quickly fixed. 

To reproduce:
- click the profile menu, then click <kbd>Go to Home Location</kbd>
- pan the map to a different location.
- refresh the page
- previously, the URL hash would take priority. Now you're taken back to your home location, and the URL hash is ignored. 

This is especially weird when you've been browsing for a long time. If you clicked <kbd>Go to Home Location</kbd> 30 minutes ago, that should be forgotten. It also means that sharing the page URL with someone else doesn't work
