[openstreetmap/openstreetmap-website] Make contribution heat map opt in (Issue #5804)

It is still optout and even that is without the distinction internally/publicly.

The compromise solution would be optout for internal visibility, optin for public.

I just added the comment because this issue was linked to from the discussion of adding a map display of edits and it implied that the current state of how this is acceptable even though it clearly isn't.
