[openstreetmap/openstreetmap-website] Login: Improve tab order (Issue #6925)

### Problem

Move "Lost your password?" below the password input in tab-order and/or visually.

Currently, the hint is located above the password both in tab-order and visually.
This can be annoying (requires double tab on each login) and/or confusing (username and password belong together as inputs) to some users.

Usually it is located after the password input in tab-order, eventhough it is above it, or is put in a different place.
Some newer websites might have interpreted this differently.
It is fine to leave it as-is for now if this is the case.
